Chile's "primeval soup": Disinformation control policy formulation

This study analyzes the process of public policy formulation for disinformation control in Chile between 2020 and 2025, drawing on the multiple streams model as its main theoretical framework, complemented by public policy network approaches and agenda-setting perspectives. Through documentary analysis of bills, presidential decrees, and legislative records, a distinctive configuration of the Chilean policy landscape is identified, characterized by incrementalist proposals, conflicting framings, and significant institutional tensions between the executive and legislative branches. The findings indicate that, despite apparent consensus on the need to regulate disinformation, divergences persist regarding the appropriate instruments—particularly concerning the definition of the phenomenon and the constitutional limits of state action. The absence of a consolidated policy window and the fragmentation of the political landscape largely explain the failure to enact specific legislation during the period under analysis.
